In addition, a research was conducted to investigate fluctuations in the number and composition of litter on the sidewalks both by visual observation and counting the actual litter items. This paper discusses the effectiveness of Adoption Program as an activity to improve the local environment beautification based on quantitative data. The Findings are as follows: 1. In the first period, scattered waste decreased dramatically, and the number of scattered garbage at the end of the first period decreased to 30% to 40% compared with the beginning of this period. 2. The number of scattered garbage at the beginning of the second period was about the same as at the end of the first period. It shows that beautification levels had been maintained for the past ten years. 3. The data was collected in several subdivisions according to the location characteristics of the survey area. The result of survey suggests that there is an important relationship between location characteristics and transi-tion of scattered garbage. 4. In the transition by type of scattered garbage, the number of cigarette butts decreased significantly. 5.
