| 内容記述 | In recent years, variety of problems on waste management are clarified. Inter alia, difficulty to secure final disposal place is the most severe problem. Local governments execute policies to promote 3R(Reduce, Reuse, Recycle) policy, however these policy requires high level technologies, engineers and sufficient. Although now, many local governments face financial difficulty, so it is difficult to solve the said problems. In light of these situation, privatization of public service and public utility as well as municipal solid waste (MSW) management service are promoted. In 1954 when Public Cleaning Low came into effect, almost all collection of MSW are executed by municipality directly, now some 60 ％ are entrusted to private companies. The objective of this study is to consider privatization of whole process of MSW management such as collection, transportation, facility planning and construction, maintenance and management is appropriate or not and to show the limitation of privatization and then to propose suitable policy to realize privatization of national level waste management. Finally I would like to find out the possibility of national level of waste management privatization. Object wastes of my study are municipal solid wastes generated in Japan, when comparing direct public service and it’s privatization, I use LCA (Life Cycle Assessment) method in light of environmental load and cost performance for whole MSW management processes such as collection-transportation, facility planning, construction, operation and maintenance. | |||||||
